The list of salaries appended to the despatch of His Excellency the Governor, substantiates the statements made in my report of 13th January 1897, namely that a qualified Sanitary Inspector can command £150 per annum and even more. It is true that as little as £75 is offered to Assistant Inspectors of nuisances.

The persons accepting such salaries will be young men, who look forward to promotion either in the place itself, or to some other town.

The original despatch specifies that the Inspectors shall have had practical experience. No man in his senses would leave a post worth £75 in England, with prospects of advancement to £200 a year and even more, with chances of augmenting his income in legitimate wages, for the paltry salary of $120 per month including lodging allowance, equivalent to £150 per annum, the only chance of advancement being that after three years, he "may" re-engage on such terms as "may" be agreed upon.

I must therefore decline to accept the responsibility of recommending anyone for the appointment on the terms now offered.
